採計英聽 不利弱勢入學

今年近半大學校系取消採計英聽成績,但大考中心規畫將英聽納入大學學測英文科成績,變成大學升學門檻。台大校長楊泮池不贊同,他認為教育不能空有理念,應從「人性」角度思考,在城鄉差距未弭平前,反對英聽納入學測,或做為大學入學門檻,阻礙弱勢生入學機會。
去年首度開放大學校系採計英聽,但全國僅一成校系採計;今年採計校系更砍半,只剩百分之五校系採計,而台大與交大則連續兩年全校系不採計英聽。
楊泮池說,從英聽成績明顯發現,東部、離島等偏鄉地區,能獲得A級成績的考生和西部都會區仍有很大差距,教育若要促進階級流動,就要有人性關懷。
國教行動聯盟理事長王立昇質疑,大考中心近兩年推動大學科系採計英聽成績,但事實上採計英聽的大學校系僅百分之五,顯示大學端不認為必須看重英聽成績,為何大考中心卻要把英聽納入學測?
他表示,今年全國各地的家長會長座談,家長都關心偏鄉與都會教育資源不同,不應該把英聽成績變成大學升學門檻,否則將又造成另一波「英聽補習」風潮,加重學生負擔本身也是台大教授的王立昇坦言,英聽學習跟環境有關,他的小孩待過外國一年,英聽能力很強,學測若納英聽,對菁英家庭的孩子最有利,「但對其他人公平嗎?」
全國家長團體聯盟理事長吳福濱也譴責大考中心,認為強制把英聽成績納入學測,變成大學門檻,無視城鄉差距,不符合公平正義。
吳福濱強調,當初政府信誓旦旦英聽測驗不會納入升學成績,如今出爾反爾,要家長如何信任?他說,家長並非不重視英聽,而是教育資源不均衡下,不能變成偏鄉學生的阻礙,會強力要求教育部阻止。

高中英聽納學測?最快108學年上路

大考中心宣布,正研擬將高中英聽成績納為學測英文科成績的一部分,並尋求大學招生委員會聯合會同意,最快一○八學年上路。

大考中心昨宣布,目前正研擬將高中英聽成績納為學測英文科成績的一部分,並尋求大學招生委員會聯合會同意,最快一○八學年上路,最晚配合十二年國教新課綱在一一○學年上路。至於高二生是否開放考英聽,則因教育部與民間團體反對暫緩。
招聯會發言人唐傳義表示,此案尚未排入議程審議,會盡快召集各校代表討論。教育部則指出,考招制度完全尊重招聯會決議。
現行高中英聽測驗不強迫高三生參加,未來英聽若強制納入學測成績,對考生影響不小。包括考試費用增加,兩次英聽測驗共七○○元,再加上學測費用一○五○元,共一七五○元;若再考指考,最少考三科要七百多元。而英聽考區少,還不包含偏鄉學童的交通費,等於變相調漲大學升學報名費。
對此,大考中心副主任沈青嵩表示,教育部僅補助行政人事成本,但考試研發需要更多經費,比起民間的英檢考試,不認為報名費特別貴。
沈青嵩指出,考英聽後,可以活化高中教學現場,提升學生對英聽的興趣。然而,外界質疑,連續四年英聽測驗施行後,A級分人數並未增加,反而C級與F級分的學生逐年增加,不見考英聽反映在教學成效上。沈青嵩解釋,考生有可能一時失常。
至於未來如何考試,大考中心指出,高中英聽要和學測分開考,或配合學測一起考,以及施測次數、英聽成績占學測英文比率多少等問題,需進一步研議。
招聯會委員之一、清大教務長戴念華表示,台灣英語教育偏重讀寫,考試具有引導效果,會促使學生學習、高中端教學強化,對學生英文程度提升有幫助,現在國中會考已列入英聽,「大學入學也應跟上。」
他表示,不管未來英聽比重占學測英文科多少分,只要納入考招制度後,學生也會更積極準備,也有利於大學招收到優秀學生。
但戴念華也坦言,英聽受限設備、師資、環境,確實存在城鄉差距、不利於弱勢等問題,但如何弭平城鄉差距、加強高中端教學能力,「是另一層次的問題」,可再思考如何研擬配套措施來縮短城鄉差距。

統測英文非選占分下調 僅3題型

四技二專統測共同科目英文今年首度加考非選擇題,占20分,且考5種題型。技專校院入學測驗中心昨天宣布,明年統測英文非選占分及題型調整,考試題型只有填充、句子重組及中譯英3種;分數也從今年的20分降為18分,測驗中心已將參考答案卷和作答範例公布在網站。
四技二專統測今年有13萬6千多人報考,首度加考非選,占20分。考5種題型,包括填充、中譯英、英譯中、句子改寫及句子重組,不確定會考幾種,最後只考填充和句子重組兩種。今年因為答案卷與考題未能相對應,一些學生將答案填錯地方被扣分,引發爭議,測驗中心決定改善相關缺失及外界建議。
技專測驗中心執行長邱上嘉指出,明年起非選只考填充、句子重組及中譯英3種句型,其中填充有兩格。非選共3題,一題6分,總分減為18分。此外,填充兩格都會出現答案的第一個字母,例如答案是driving,即出現d字母,限學生作答某字,跟今年不同。邱上嘉表示,答案卡設計也讓考生不會填錯格。
邱上嘉強調,加考非選是為引導教學,絕非刁難學生。明年確定非選題型及答案卡設計,都是站在學生立場,經統測命題老師與閱卷老師討論後決定。他表示,今年填充題沒有給答案的字母,有學生投訴某些字也可以,讓閱卷老師相當困擾。明年起改為給答案的第一個字母,避免爭議。
新北市三重商工應用外語科主任陳涵瑋對相關調整持正面看法。她表示,明確考3種題型,讓學生比較好準備,老師可引導學生學習。今年學生要準備5種題型,範圍太廣,不是很容易。程度不好的學生更可能因此放棄。
陳涵瑋指出,填充題給答案的第一個字母,有依據評分,比較公平。建議不要出太艱澀的字,最好是各版本都有的基本字,但可考重要的搭配詞。她也指出,統測應該比照學測,明確說明句子重組和中譯英給分及扣分標準。
105年統測明年4月30日及5月1日舉行,學生已可報名,28日截止。

A Party Turns Tragic: The Formosa Fun Coast Explosion
        On June 27, 2015, the lives of nearly 500 young people were changed forever. Excited by the coming of the summer vacation and wishing to celebrate the semester’s end with friends, many young people had purchased tickets for an event called Color Play Asia, which was held at a New Taipei City water park, Formosa Fun Coast. The party featured DJs playing electronic dance music in a swimming pool that had been emptied of water. On the night of the party, the dance floor in front of the DJ stage was crowded with happy people, most wearing only bathing suits and in sandals or bare feet.
        As the crowd danced, employees of the event’s organizer used pressurized gas to shoot colored powder into the air, covering the whole crowd. Suddenly, without warning, the air turned into a giant fireball as the colored powder, which was actually cornstarch, burst into flames. Trapped in the emptied swimming pool with nowhere to run, the dancing crowd was swallowed by the fire. Almost five hundred were immediately cooked alive, many left with severe burns covering to 80 or 90 percent of their bodies.
        Tragically, one month later, eleven of the most seriously injured victims have died. Hundreds of others remain in the intensive care units (ICUs) of hospitals around the island, where exhausted doctors and nurses are struggling to keep them alive and help them recover. The public has responded generously, donating over 1.5 billion NT dollars for the victims’ ongoing medical care. The exact cause of the explosion is still being investigated.
        In the latest shocking twist, seven government safety inspectors from New Taipei City are being investigated for their role in giving Formosa Fun Coast the go-ahead to host the Color Play Asia party. The investigation is focusing on evidence that the inspectors were given thousands of dollars worth of gifts, including coupons for hotels and entrance tickets to the water park, when they went to check the site ten days before the event. The concern is that in exchange for these gifts, the inspectors may have filed a false report, allowing the party to take place, even though the park owners and government employees were aware of the dangers. The investigation is continuing, and the New Taipei City mayor has promised that anyone found guilty of abusing their position, neglecting their duty, and taking bribes will be punished to the full extent of the law.

派對生悲:八仙樂園塵爆案
        2015627這一天,有近500條年輕的生命就此永遠改變。由於對暑假的到來感到興奮,再加上想和朋友一同慶祝學期的結束,許多年輕人都購買了彩色派對的門票,那是一場在新北市八仙水上樂園所舉辦的活動。這個派對主打的是DJ會在抽乾水的泳池內播放電子舞曲。在派對當晚,DJ臺前的舞池擠滿了歡樂的群眾,其中大部分的人都只穿著泳裝、拖鞋或打赤腳。
        當群眾跳舞的時候,派對主辦者所僱用的員工利用增壓氣瓶,將彩色粉末噴向天空,灑落在群眾身上。突然間,在毫無預警的情況下,實際原料為玉米粉的色粉突然燃燒起來,空氣在瞬間化為一團巨大的火球。因受限在抽乾的泳池中無處可逃的跳舞群眾慘遭火舌吞噬,近500人在剎那間就像被活活烹煮,其中有許多人的身體都遭到百分之8090的嚴重燒傷。
        悲慘地是,一個月後,其中11名最嚴重的傷患不幸身亡,而還有其它數百名則是在全臺各地醫院的加護病房中,由已經筋疲力竭的醫護人員奮力保住他們的性命並協助復原。臺灣大眾也都慷慨解囊,捐贈超過15億臺幣,以補助受難者後續的醫療照護。而至於爆炸發生的確切起因,則仍在調查當中。
        此案令人震撼的最新轉折,就是有7名新北市政府的安全督導人員,因為准許八仙樂園舉辦彩色派對而遭到調查。調查重點在於是否有證據可以證明,這些督導人員在事件發生10天前到八仙檢查設施時,收受了價值數千元的禮物,其中包括旅館折價券以及八仙的入場門票。而值得關注的是,在禮物的交換下,即便是八仙業主及政府雇員都明知可能會有危險,這些督導人員還是做出了一份虛假的報告,讓彩色派對得以舉辦。調查目前仍持續進行中,而新北市市長也已承諾,任何被證實濫用職權、怠忽職守及收受賄賂者,絕對會依法嚴懲、絕不寬貸。
