prince（國君）：古羅馬帝國時期的「第一公民」
英語單詞prince來自拉丁語princeps，由primus（first，與prime同源）+ capere（to take，拿）構成，字面意思就是「the one who takes the first (place/position)」（首席，排在第一位的人）。
在古羅馬共和國時期，羅馬元老院中的威望和權力最大的議員就被稱為princeps senatus（首席議員）。首席議員由執政官從貴族議員中選擇並任命，通常是以前的執政官。在公元前275年之前，首席議員還僅僅是個榮譽稱號，他可以在討論時第一個發言。公元前275年，首席議員成為正式職位，享有眾多特權，如召集和解散議會、確定議程、決定議事規則等。
羅馬帝國的第一個皇帝、凱撒大帝的繼承人屋大維上台後，從凱撒遇刺事件中看到了羅馬貴族對獨裁統治的普遍反感，沒有採用dictator（獨裁官）或rex（king，國王）的頭銜，而是借鑒「首席議員」（princeps senatus）這個稱謂，選用了一個比較謙遜的頭銜Princeps，通常譯為「第一公民」或「元首」。從此以後，羅馬帝國的最高首腦除了emperor（皇帝）頭銜外，還都擔任Princeps職務，而皇帝瓦勒良（Valerian）曾在上台之前就擔任這一職務。直到羅馬皇帝戴克里先（Diocletian）執政時這一頭銜才被廢除。羅馬帝國首腦使用Princeps頭銜的階段就被稱為「元首制時期」。
英語單詞prince（國君、王子）就來自Princeps。由此可見，在西方人的傳統觀念中，一國之君不過是「首席」、「第一公民」而已，絕不像咱中國一樣被看成是「天子」。
